A: Um...It's called iframe layout. And they are made by codes/pictures I drew.

A: Currently no, sorry, I haven't figured out how to (do other people's) yet. But you can go HERE to my pre-made div layout shop to see if there's any DIV layout you like. Friends can get it (div layout) for free though, just ask!

A: I learned from observing codes, picking up scattered tutorials, etc.
